The Engineering Council of South Africa is proud to announce
the gazetting of the 2025 Guideline Scope of Services and Professional Fees,
a pivotal regulatory advancement for the engineering profession in South
Africa. Gazetted on 16 May 2025 and effective from 2 April 2025,
this guideline is issued in terms of Section 34 of the Engineering
Profession Act (Act 46 of 2000) and offers a comprehensive framework for
determining fair and competitive professional fees for consulting engineering
services.
This development follows years of constructive engagement
between ECSA and the Competition Commission of South Africa (CCSA).
After the suspension of the guidelines in 2021, strategic efforts from 2023
onwards, including workshops and ongoing dialogue, have led to renewed
collaboration and CCSA’s in-principle support for the publication of these
fees.
The guideline includes:
- A breakdown of typical
engineering services
- Guidance on
percentage-based, time-based, and reimbursable fees
- A tool for reference
during procurement, negotiation, or bid processes
This document is for guidance purposes only and
does not amount to price-fixing, but rather provides a fair-market benchmark
that supports both clients and professionals in determining equitable service
fees.
